Director's Message :
Since the inception of UGC-Human Resource Development Centre, University of Burdwan, in June, 1989, it has organized 99 Orientation Programmes, 242 Refresher Courses and 21 Short Term Courses. The establishment of UGC-Human Resource Development Centre has opened up a new dimension towards achieving high quality of education through upgradation of knowledge and skill of college and university teachers. We are inviting resource persons from renowned institutes from the State of West Bengal and other states of the country. UGC-Human Resource Development Centre creates an invisible bonding of friendship and scholarly exchange with the participants, thereby fostering their mental attachment with the UGC-Human Resource Development Centre. This gives us hope and courage to conduct the courses smoothly. The natural beautiful ambience of Golapbag Campus enriches and refreshes the learner's mind who comes to UGC-Human Resource Development Centre to fulfill his/her assignment related to his career advancement.
Functions of UGC-HRDC :
Generally, UGC-HRDC is entrusted with conducting Orientation Programmes, Refresher Courses, Summer School, Winter School, Short term Courses, Workshop for Academic Administrators, Principal's Meet and Interaction Program for Research Scholars. UGC-HRDC, B.U. specially organizes lectures on Research Methodology and use of Open Access Resources and Open Source Software by conducting different courses. Teachers from across disciplines (i.e. Arts, Social Science, Science & Engineering) are being benefitted by using these resources. Moreover UGC-HRDC regularly publishes edited books with ISBN number and ACADEMY newsletter on the basis of different courses conducted by UGC-Human Resource Development Centre.
Eligibility :
Applications on prescribed form only obtainable from Burdwan University website (www.buruniv.ac.in) duly forwarded by the Principal of the College/Head of the Department, Dean of the Faculty, Registrar are invited from College/University Assistant Professors (GR I , II & III), Associate Professors for the following Refresher Courses (21 days), Orientation Programmes (28 days), Summer & Winter Schools (21 days) and Short Term Courses (2 to 6 days).Faculties working in the Universities and Colleges , which are included under section 2(f) of the UGC Act, even though may not yet be fit under 12 (B) of the UGC Act are eligible to participate. It has also been decided that the teachers of colleges, which do not come within the purview of Section 2(f), but are affiliated to a University and serving at least two years uninterruptedly, are permitted to participate. However, they won't be paid TA/DA and other allowances for attending these courses.
The temporary , ad hoc , part time and contractual teachers (also from Private colleges) who have been teaching for at least three academic sessions in an institution which is affiliated to a university for at least two years may be allowed to participate in the Orientation Programme / Refresher Course / Summer & Winter Schools to enhance their skills.
Refresher Courses (RC) are open for participants having an Orientation Programme (OP) as pre-requisite qualification. However, in exceptional cases, a teacher may be allowed to complete a RC prior to completion of an OP. Also there should be a minimum gap of one-year between two courses subject to relaxation as per UGC rules.
Orientation Programmes (OP), are open for newly appointed teachers having an experience of six years of continuous service and all those teachers who require orientation programme for getting higher grade may also apply.
Summer & Winter Schools are open to all teachers (i.e. permanent, temporary, ad-hoc, part-time and contractual) whosoever is willing to participate subject to stream variation for either a Summer or a Winter School (Science/Arts/Humanities). According to UGC guidelines, the certificate issued to the participants will be considered equivalent to one Orientation Programme or one Refresher Course for CAS.
Short Term Courses are open for only senior faculty members having at least 10 years of teaching experience.

Selection Criteria :
75% participants are drawn from the institutions falling within West Bengal and up to 25% are taken from other states to promote national integration as per UGC Guidelines. In case sufficient number is not available within the state i.e. West Bengal, the UGC-HRDC takes participants from other states.
A list of eligible candidates is prepared and uploaded in the website, normally one month before the commencement of the course.
Library Facilities :
The UGC-Human Resource Development Centre has built-up a small useful library for the use of participants as well as university teachers and research fellows. It has 3179 volumes of books and some useful periodicals. The reading room consists of internet enabled computer facility which is well connected with the Central Library. Access to E-Journals and Databases can be available under the INFLIBNET's UGC-Infonet Digital Library Consortium. Emphasis is given on the use of peer reviewed open access resources available in the web and different lectures are conducted by the Academic Staff College for this purpose. Participants have access to the Central Library on the main campus of the university also. The Wi-Fi Connectivity in the library enables the user to browse the internet without any interruption.

Lodging Arrangement :
The Guest House is situated at Tarabag Residential Complex which is three kilometers apart from the Burdwan Railway Station. The natural environment of Tarabag Guest House is magnificent and the infrastructure provided by our Guest House is excellent. According to UGC guidelines those who will stay at the accommodation arranged by UGC-HRDC will not get any allowance for their board & lodging. Those who will not take UGC-HRDC arranged accommodation facility, will get Rs 250 per day as D.A as per rules. Participants are requested to stay without any companion in the accommodation arranged by UGC-HRDC.

The area of University of Burdwan is one third of the Burdwan town. The place in which the University is situated (both Academic and Administrative unit) now, was actually donated by the Maharaja of Burdwan.
The River Damodar flows over the western region of Burdwan town and creates a natural beauty on the bank of Damodar when the sun rises and sun sets each and every day. The Ramnabagan Reserved Forest is just on the threshold of the Institution and it is very refreshing for the visitors.
Burdwan is an ancient place with historical values. There are also many visiting places around the Burdwan town viz. Meghnad Saha Planetarium ,Science Centre, Golapbag, Rajbati, Sarbamangala Temple , Birhata kali Temple, The Curzon Gate, Kankaleshwari Kalibari, Bardhamaneshwar Shiva , The Burial of Sher Afghan, Kamalakanta Kalibari, Sonar Kalibari, Khawaja Anwar Berh (Nababbari), 108 Shiv Mandir near Nababhat etc. Anyone can visit these sites by town service buses or a rickshaw.

The principal objectives of the Correspondence Courses as introduced by the University of Burdwan are:
To provide, subject to fulfillment of minimum eligibility criteria and other requirements as may be prescribed by the University from time to time, wider access to higher education to persons of all ages and sex residing in any part of the country - particularly to working persons - who, for different reasons, cannot undergo the higher courses of studies as regular full-time students of the University. To provide a system of student-centred self-paced learning which will neither be entirely separate from nor wholly independent of the formal, full-time campus system of education as traditionally followed in University departments of studies. To provide means of improvement / upgradation of professional skills and competence of individuals who enjoy to take education as a life-long activity. To ensure, as far as feasible, appropriate value addition to career prospect of the studies in the context of prevailing market opportunities.
Keeping all these objectives in view 6(six) Postgraduate Courses leading to M.A. / M.Com. Degrees were offered, for the first time in the State, through Correspondence Mode in 1994 for the academic session 1993-95 in accordance with the Act, Statutes, Ordinances, Rules and Regulations of the University and with the approval of the Government of West Bengal. Since July 2006, the Correspondence Mode has been changed to Distance Education Mode under the advice and guidance of the UGC and the Distance Education Council. At present, nine post graduate courses (general stream), two post graduate professional courses and four under graduate professional courses are being offered through distance mode.

Central Library
The Central Library is housed in a two-storied building in the Golapbag campus. Being in the middle of the campus it is easily accessible from all departments of the university. It has a carpet area of about 12,000 sq ft. The library opens from 7-30 am to 6 pm except Saturdays and Sundays when it remains open from 10 am to 5 pm. There are 19 departmental libraries in the Golapbag campus attached to the respective departments. The library provides consultation facilities to out side scholars, teachers of the affiliated colleges and students of other universities as well as ex-students of our university on the basis of the Library Rules.

Campuswide Fiber Optic LAN
The University has implemented campus-wide Fiber Optic LAN with Gigabit backbone at the academic campus (Golapbag). All the departments and sections are connected to the Computer Centre through this LAN. The network is administered and managed by the Computer Centre.
Internet and Related Services through Broadband Connection
The Internet and Email facilities are being provided through high speed connectivity under the NMEICT (National Mission on Education through ICT) Project of the Ministry of HRD, Govt. of India. Also, a 2 Mbps Lease Line and a 2 Mbps Broadband connection from Bharat Sanchar Nigam Limited (BSNL) are being subscribed the University. The services are provided to all the departments round the clock through out the year. The services are extended to some of the residential areas like, the Guest House, Teachers' Hostel, etc.
E-Journal Facilities under the UGC-Infonet Scheme
The E-Journal facilities under the UGC-Infonet scheme are being provided to the academic community through the 2 Mbps Lease Line connectivity and the facility is extended to all the departments through campus-wide LAN.

Health Centre
Burdwan University Health Centre was started in 1965 with a view to providing health services to the the students, teachers and employees of the university. The Health Centre is located on the south (Chandnighat) of Krishnasayer Eco-Garden.

Outdoor services along with Emergency management are available on all weekdays both in the morning and in the afternoon. The Health Centre also provides medicines to the outdoor patients. At present these facilities are available to the following:

Museum & Art Gallary
The University of Burdwan established a nucleus of Regional Creative Art Centre in the form of Museum and Art Gallery in the year 1965, with the purpose of bringing home the reality of the past of ancient Radha and implementing in future generations the instincts of national pride, reverence and patriotism. The museum and art gallery is the first of its kind in the territorial jurisdiction of the University of Burdwan.
The Museum and Art Gallery is at present located in the premises of Rajbati, the property of Burdwan Raj donated to the University of Burdwan in 1960. The Burdwan Raj, whose history extends from the 17th century to the middle of 20th century, left for prosperity forty-eight temples, four big tanks (Sayars), collection of rare publications and manuscripts, some palatial buildings like ‘Mahatab Manjil’ (known as Rajbati), a number of sculptures and some oil paintings of the Indo European School, the heritage Burdwan Raj thus gave the first momentum to the Museum and Art Gallery.
Acquisition
The Museum and Art Gallery has been enriching its acquisition by the explorations, excavations, gift donations and purchase. The antiquities and art-objects dated from circa 1500 B. C. to the 19th Century, are at present in the possession of the Museum, including the stone-sculpture, small bronze figures, ancient coins (of gold, silver, copper, brass and alloy), oil paintings (Indo European school), Pata Chitra, textiles items, terracotta-plaques, terracotta figures and figurines , dolls and toys, wood carvings, beads, potteries, manuscripts, objects or folk art, copper plate inscriptions and stole inscriptions, old photographs and paints.
Preservation
The work of the preservation as well s conservation of the existing antiquities have been going on with the help of Victoria Memorial Hall Kolkata (Oil painting, preservation and conservation), and Indian Museum Kolkata (coins, preservation and conservation). The Museum has a plan to set up conservation units of its own.
Library
The museum has its own Library having about 2399 monographs on art and archaeology. There are about one hundred manuscripts. The reading room provision will made soon for the research scholars.
Exploration
The Museum conducts systematic explorations in the districts of Burdwan, Birbhum, Bankura, Purulia and Hoogly. Through the exploration, the Museum is enriching its archaeological collection.
Excavation
The Museum and Art Gallery jointly conducted with the Archeological Survey of India, Eastern Circle, at Bharatpur (near Panagarh Railway Sattion), during the period between 1971 and 1976. The Museum has some plan to conduct several excavations at Mangalkot and Daihat (both are situated in the Katwa Sub Division), with the help of Archeological Survey of India, Eastern Zone and Directorate of Archaeology Govt. of West Bengal
The University of Burdwan had been founded by Dr. Bidhan Chandra Roy, visionary Chief Minister of West Bengal, as a part of his master plan to expand the scope of higher education beyond the metropolis. Initiating its journey on the 15th June 1960 (West Bengal Act XXIX of 1959) with six postgraduate departments and thirty undergraduate colleges in the districts of Purulia, Birbhum, Bankura, Burdwan and Hooghly except the Srirampur subdivision, the University of Burdwan has emerged as one of the premier institutions of higher education in India.
The University of Burdwan is privileged to inherit a large part of the royal estate of the erstwhile Burdwan Raj. Most important of this is the Mahātāb Manjil, once the royal palace of the Mahārāja of Burdwan turned administrative centre of the university. The palace is named after Rājā Mahātāb Chand (1832-79), who had turned Bardhaman from a small feudal outpost of south Bengal or Rāḍhadeśa to a rural town. The railways introduced the anglicised term Burdwan for Bardhaman of popular parlance, as also led to the shift of the royal hub from their old habitat, Kānchannagar on the bank of the river Bānkā, to the site now called Rājbāti around which the sleepy town of Burdwan slowly unfurled itself in the post railway decades.
A marble plaque at the east gate refers to the construction of the Mahātāb Manjil between 1849 and 1851 by British firm Macintosh & Co. representing a mix of styles of the East and the West. The part of the palace surviving the ravages of time has an approximate area of 80,000 square feet and 35 large halls with Italian marble tiled floor, sleek stairs pecked with wooden and iron engravings, and Gothic pillars. A unique edifice of the early nineteenth century Indo-European construction, Mahātāb Manjil has been declared a heritage building by the Government of West Bengal on the 29th April 2013.
The university’s academic cluster is located in Golāpbāg, royal rose garden of pristine beauty. Planned and executed by a British botanist in the mid nineteenth century, the pleasure park of the olden days is surrounded by a canal with a beautiful island (Dār-ul-Bāhār) at the centre of it. With nearly 1200 trees, 154 rare centuries’ old mahogany trees included, the historic Golāpbāg has been recently declared by the Botanical Survey of India as the Bio-diversity Heritage site.
Similar other royal sites like Tārābag, Udaykānan and Abhoykānan have been turned into various residential hubs for teachers, officers, employees, girls’ hostels and the Guest House of the university. Perhaps, few universities in India could boast of having so much of water bodies in the campus, particularly the 56.3 acre eco garden with a massive lake at the centre called Krishnashāyar or the Black Lake. Virtually the heart of the congested town of Burdwan, the Krishnashāyar Garden stands unparallel in the whole of south Bengal.
In recent years, the University of Burdwan lost the districts of Purulia, Bankura and Asansol subdivision of Burdwan to the three new universities coming up in its old affiliating jurisdiction. With this, the university has entered into a new phase of post-graduate and research intensive growth.
